before the election riding around the country talking to people about how they feel. some people don't really like politics. they'd rather do without it. some people don't really like the economy even though you got to live in it. but everybody -- but what we feel and how we spend dictates how well this economy goes. consumer confidence is something that's been riding higher and higher. i'm going to ask our control room to put up a chart of consumer confidence going back about half of this year. it was going higher and higher and higher, and then right around october we started to see it soften a little bit and then go down lower and now people are starting to give up a little bit. you will have seen spending of the holiday season will come out a little weaker than expected. that's really what drives our economy. and that's what people are feeling. so, john, when people tell me how much more am i going to pay in taxes, that's important. there's no question. we don't have $2,500 or $3,500 extra in most households to give up. but that's less important than the fact that people are star

the election itself which was a big victory. but, you know, those victories are going to have to be preserved and we know there's going to be more on a lot of those issues coming in 2013. the states have to implement obama care. we have seen republican governors dragging their feet on that. isn't there a danger some of these gains can be lost. in addition to some of the things the president has on the table, we also have some other things that still need some work? >> right. and health care and on gay rights in particular, marriage equality, those are things that are almost out of the president's hands, especially when it comes to what the supreme court is going to do. republican governors are dragging their feet on implementing obama care. i'm not sure what the president can do to cajole them into complying since the supreme court ruled that he couldn't coerce them by threatening their medicare funding, medicaid funding. again, when it comes to gay rights and what the court is going to do, you know, i think the administration along with everything else has to wait and see what the court rule

's very clear now, mr. president, that the speaker's number one goal is to get elected speaker on january 3rd. the house is not even here. he's told me he'll give them two days to get back here, 48 hours, not two days, 48 hours. they don't even have enough of the leadership here to meet to talk about it. they've done it with conference calls. people are spread all over this country because the speaker is basically waiting for january 3rd. now, the president campaigned on raising taxes on people making more than $250 thou,000 a year. the bush tax cut will expire at the end of this year. obama was elected with a surplus of about three million votes. he won the election. he campaigned on this issue. again, the speaker can't take yes for an answer. the president has presented to him something that would prevent us from going over the cliff. it was response to something that the speaker gave them himself but i guess with the dysfunctional republican caucus in the house, even the speaker can't tell what they are going to do because he backed off even his own proposal. the house, we hear so ofte

they might be able to use $1 million as a threshold. but the speaker of the house, the top elected democrat in the country was not able to get a vote. he was not able to get even his own member support on the $1 million threshold. for now we don't know what the threshold is. for chain cpi, that's the consumer price index. and many benefits in the united states such as social security are, increased to that benefit. is calculated based on cpi. the way they calculate that is when a basket of goods increases or decreases in value. chain cpi would more follow consumer behavior. so if the price of meat were to go up. it may be that the average family then switches to chicken. well, the consumer price index, the inflation calculation doesn't account for that possible switch. and that is why the discussion is going on about chained cpi it would mean when certain prices go up. you would make the assumption that people spend in a different way. and that is where the contention is. i want to bring in jessica yellin, our chief white house correspondent. jessica, we talked about chain cpi, this cake up

the aisle. they're looking over their shoulder afraid they're going to get primaried in the next election. that makes it more important to make a deal. that is why we are here in a lame duck session in the final days of the year. it is frustrating. it should infuriate the american people who do better every day at their own job, finding ways to work with people with whom they have differences, but the important thing in these final hours is that we do get some kind of a deal. it will be a political patch. the important point here is this is not a grand bargain that will solve the issues of deficit and debt. this time bomb that the congress created was designed to deal with deficit and the debt. we won't get that right now. but we might get a plan to deal with taxes, to avoid the fiscal cliff, that's a win for the economy and the american people. >> john, it is joe johns in washington, d.c. we have heard so much about tax increases and how they're going to handle those and not so much about the spending cuts and my question to you is at the end of the day, are we going to end up essentiall
